1.Introduction – The First Assumption That Quietly Breaks

Many infrastructure designs include phrases like:“An engineer can go on-site if needed.”
多くのインフラ設計では、「必要であればエンジニアが現地に向かう」といった記載が含まれています。

This sounds reasonable — but it is rarely examined in detail.
In remote or minimally staffed environments, this assumption is often the first one that fails.
Physical on-site intervention is not an immediate fallback.
一見もっともらしく聞こえますが、この前提が深く検証されることはほとんどありません。
僻地や最小人員で運用される環境では、この前提こそが最初に破綻します。

It is a delayed event, constrained by time, logistics, and human availability.
If that delay is not explicitly defined, the system is already operating on hope, not design.

2.Physical Intervention Always Has a Minimum Delay

No matter how well prepared the team is, physical intervention cannot be instant.
There is always a minimum delay caused by:

3.The Design Question That Must Be Answered

Every system design should explicitly answer the following question:
How long can this system remain in a degraded or failed state
before physical on-site intervention becomes unavoidable?

This is not an operational question. It is a design requirement.
If the answer is “as soon as possible” or “depends on the situation”,

are not designed for remote operation.
